How an Amendment is Proposed....
There are actually two ways an amendment is proposed but we have never used one of the two. The first method is for a bill to pass both houses of the Legislature, by a two-thirds majority in each. Once it has passed the Legislature, it goes to the states. This is the method that was used for the current amendments, except for the 27th Amendment.
Now the second way to propose it it for a Constitutional Convention to be called by the two-thirds of the Legislature of the States and for that Convention and for that Convention to propose one or more amendments. Then they sent to the states to be approved by three-fourths of the Legislature or Convention. Therefore, this method has never been used.

How an Amendment is Ratified....
Regardless of which route the bill takes it has to be ratified or approved by three-fourths of states. There are two possible ways to this too. A method you can use is you will need two-thirds majority vote from Congress. The second method is to get three-fourths vote form the states (38 states).
